Multi-country programme Theory of Change development

Supporting WWF Denmark with their DANIDA Strategic Partnership Agreement programme design.

The Task

Developing a multi-country, multi-theme programme, that is led by the countries that will be implementing the projects and are linked up from the local to national to international levels is not easy. On top of this, the countries involved could not meet in person due to Covid 19. 

We were brought into design and facilitate a series of virtual workshops to support WWF Denmark and its partners in Uganda, Kenya, Tanzania, Myanmar, Vietnam, Brazil, Madagascar, Nepal to develop country-level Theories of Change (ToC) and the overall strategic framework of the programme. 

The Process

We facilitated a collaborative and participatory ToC approach to support WWF Denmark to co-design with its partners a global programme.

  1. Firstly, we co-developed a comprehensive plan with the WWF Denmark team, supporting them to develop an overarching framework for the top-level programme areas.

  2. We then developed a virtual facilitation guide to collaboratively develop country-level ToCs. It involved a series of preparatory activities for each country to analyse the context and identify the key stakeholders involved in making change happen.

  3. Then we co-facilitated with WWK Denmark a sprint of three ToC-development workshops in regional groups, to allow for cross-fertilisation of learning and ideas over the development process. We used Zoom breakout sessions with Miro Online Whiteboards with each country team and ensured two facilitators guided the country teams through the process.

  4. WWF Denmark and its partners then developed the narrative DANIDA proposal, which we reviewed and feedback on.

The Result

WWF Denmark used the context and stakeholder analysis and Theories of Change developed as the foundational documents for their DANIDA Strategic Partnership Agreement proposal, which was successfully selected for funding for the next five years.
